LSVs Are a Different Story

A low-speed vehicle (LSV) is a factory-built vehicle that meets federal safety standards, carries a proper 17-digit VIN, and includes the equipment a standard cart doesn’t — seat belts, headlights, turn signals, and mirrors. Once an LSV is registered, insured, and titled like any other motor vehicle, it can legally travel on public roads posted at 35 mph or less.

So, Do You Need a License?

Yes — to drive a registered LSV on a public road in New York, the driver needs a valid driver’s license, the same as any other motor vehicle. New York issues junior learner permits starting at age 16, so in practice, a 16-year-old with a valid junior license can legally operate an LSV where it’s permitted. There’s no separate “golf cart license” or exemption — an LSV is treated as a motor vehicle, and normal licensing and insurance rules apply to whoever’s driving it.

What This Means If You’re Shopping for a Cart

If your goal is just getting around your own property or a private community, a standard golf cart is all you need, and no registration or license comes into play. But if you want to legally run errands, cross posted roads, or drive between points that aren’t connected by private paths, you’re looking at an LSV — which means budgeting for registration, insurance, and making sure whoever’s behind the wheel is properly licensed.
